Why we will not print a price table
Search for restoration costs and you will find pages of confident dollar figures. They are averages of averages, blended across climates, housing stock, and loss types that have nothing to do with a wet Chicago basement in February. We think publishing them does more harm than good: they anchor you to a number that is wrong in both directions, and they teach bad actors what to quote.
What is knowable — and far more useful — is the structure of the price: five variables explain nearly all of the spread between a modest drying job and a full basement rebuild. Learn them and any estimate becomes legible.
Variable one: what was in the water
The ANSI/IICRC S500 standard’s three categories are the biggest single cost lever, because category determines how much material can be saved:
- Category 1 (clean supply water): most structural materials can be dried in place. Cost centers on equipment days and labor.
- Category 2 (gray water): affected porous materials need cleaning and antimicrobial treatment; some must go.
- Category 3 (sewage, rising floodwater): porous materials that contacted the water — carpet, pad, drywall below the water line, insulation — are discarded, not dried. Demolition, disposal, and disinfection multiply scope.

Variables two and three: how far it spread and what it touched
Area matters the obvious way — more square footage means more extraction, more equipment, more demo. The less obvious multiplier is materials. The same 500 square feet of water costs very different amounts across:
- sealed concrete (extract, dry, done),
- carpet over pad (pad nearly always goes; carpet depends on category),
- hardwood (aggressive specialty drying can sometimes save it; cupped and buckled boards cannot be reflattened),
- finished walls (wet drywall and insulation wick upward — the standard flood cut removes the bottom section),
- built-ins and cabinetry (water gets under and behind, where it cannot dry).
Chicago-specific wrinkle: in housing built before 1978 — most of the city’s bungalows, two-flats, and greystones — demolition that disturbs painted surfaces falls under the EPA’s RRP lead-safe rule, which adds certified containment practices to the work.
Variables four and five: the clock and the rebuild
Response time is the variable you control. Water migrates and materials saturate by the hour; mold can establish within 24–48. The difference between drying that starts at hour four and hour forty is often the difference between saving and demolishing entire assemblies — the case for treating the first day as an emergency even when the water looks manageable.
Rebuild scope is the tail of the bill: once mitigation ends, reconstruction — drywall, flooring, trim, paint — is priced like any remodeling work, on materials and finish level rather than on emergency response.
Treat the two phases as two separate bids, because they behave differently. Mitigation is urgent, is measured in equipment and meter readings, and has to begin before anyone can know the full extent of the damage. Reconstruction is not urgent in the same way: by then the structure is dry, the affected area is documented, and there is time to get more than one number against the same defined scope. Committing both phases to one company on the first night gives that choice away for nothing — you can authorize emergency mitigation and still decide later who rebuilds.
The seam between the phases is also where double-counting hides. Removing wet drywall belongs to mitigation; hanging new drywall belongs to reconstruction. When a single document covers both, check that demolition, disposal, and final cleaning are each named once.
How a scope actually gets built, room by room
The estimate you are handed is the output of a process. Understanding the process is what makes the document readable.
Category and class come first. The technician establishes what was in the water — the S500 category — and then how much of the space is wet and how deeply, which the same standard treats as the class of the loss. Category decides what has to be discarded. Class decides how hard the space is to dry. A thin film of water across a lot of sealed concrete and a smaller volume soaked into stud cavities are different problems even when the puddle on the floor looks identical.
Then the wet boundary gets mapped. Non-invasive meters sweep for moisture, pin meters confirm readings inside the material, and an infrared camera finds the temperature differences that suggest water behind a surface. The output is a sketch with a line drawn between affected and unaffected material, plus numbers recorded at marked spots that can be re-read the next day.
A dry standard is set. Drying is not finished when a surface feels dry. It is finished when the wet material reads close to comparable dry material elsewhere in the same building. That reference reading is taken at the start, and every day of monitoring is measured against it.
Only then is equipment specified, and only then can a scope state what will be removed, what will be cleaned and treated, and what will be dried in place. Equipment days, and why the next room gets a different count
Mitigation is billed largely in equipment days: one unit of drying equipment, in place for one day. The line multiplies out as count times days, so two questions are worth asking — why the count is what it is, and what ends the days.
Air movers are placed by geometry, not by room. The convention is roughly one unit per stretch of affected wall, angled to sweep across the surface rather than blow straight at it, plus extra units wherever air gets trapped: a closet, a stairwell, the alcove behind a built-in. That is why a long narrow room can carry more air movers than a square room with the same floor area, and why the finished half of a basement takes more than the open half.
Dehumidifiers are sized by volume and load, not by footprint — cubic feet of affected space, how much water the materials are holding, and the class of the loss. Two rooms with identical floor plans get different counts when one has a wet subfloor under wet drywall and the other has a sealed slab and nothing else.
Specialty drying adds units rather than replacing them. Cavity drying through small drilled holes, mat systems on hardwood, and containment that shrinks the volume being conditioned so the same equipment works harder in a smaller space.
The days end at a reading, not on a calendar. A scope should say equipment stays until the material meets the dry standard, with readings logged daily. Equipment billed as a fixed number of days regardless of what the meters say, or left running after the readings have flattened, is the quietest inflation in the mitigation phase and the easiest to catch.
Where your deductible and depreciation meet the estimate
The estimate and the settlement are two different documents, and the gap between them catches people out.
Your deductible comes off the claim, not off the work. The job still costs what it costs; the deductible only determines how much of it the insurer funds and how much you fund. Anyone offering to make your deductible disappear is proposing to misstate the loss to your insurer, and you would be a party to it.
Depreciation lands on the estimate line by line. Materials that age and wear — carpet, pad, paint, some flooring — are depreciated, while the labor to install them generally is not, and mitigation labor typically is not depreciated at all. That is why the drying invoice and the reconstruction estimate behave so differently under a replacement-cost policy: mitigation tends to settle near face value, while the rebuild arrives in two parts, with the recoverable depreciation held back until the work is finished and invoiced. Two things follow. Compare bids on scope and unit basis rather than on the bottom line, because a lower total usually means fewer line items rather than better value. And read an estimate first as a list of what someone intends to do, checking it against the readings, before you read it as a number.
How to sanity-check any estimate
Whoever you call — through this site or anywhere else — the same tests apply:
- The scope should cite readings, not adjectives. Moisture-meter numbers, a room-by-room equipment count, and a category call. “Very wet, needs full demo” is not a scope.
- Line items should map to the S500 logic above. If Category 1 water is priced with Category 3 demolition, ask why.
- Each line should name a quantity, a unit, and a material. Square feet of carpet pad removed, linear feet of baseboard detached, each toilet detached and reset, per-day counts for each class of equipment, square feet of antimicrobial applied. A single line reading basement water damage restoration is not a scope — it is a total wearing the costume of one.
- Mitigation and reconstruction should arrive as separate documents. If they come fused together, ask for them split before signing anything. You lose nothing by asking, and you keep the second phase open to other bidders.
- Drying should carry a verification plan — daily readings against a dry standard, not a fixed number of days billed regardless.
- Insurance-direct billing is convenient, not mandatory. You remain the customer; our claims guide covers keeping control of the process.
- Pressure is information. A crew that needs a full-rebuild signature tonight is telling you something. Emergency mitigation authorization, yes; the whole job sight-unseen, no.
Frequently asked questions
Why do online cost figures vary so wildly?
Because they average across incompatible losses. A clean-water kitchen spill and a sewage-flooded finished basement are different jobs by an order of magnitude, and blending them produces a number that describes neither.
Does insurance cover the whole cost?
When the peril is covered, policies typically pay reasonable mitigation plus repair, minus your deductible — subject to the coverage gaps around backup and flood described in our insurance guide. Mold sublimits can cap one part of the bill.
Is the estimate free?
Emergency assessment practices vary by provider. Ask when you call — and expect any serious scope to follow an on-site inspection with meter readings, never a phone guess.
Can I save money by doing demolition myself?
On a Category 1 loss, sometimes, if you document first and your insurer agrees. On Category 3 losses and in pre-1978 homes, amateur demo creates contamination and lead-safety problems that cost more than it saves.
Why is winter work sometimes more involved?
